As we all know there are certain rules, regulation and documentations which are required in any state of India or in the world before and after constructing a building.

Before and after Construction of any Building in Goa also requires some Documentation about which we will know further as we’ll read over.

Approvals required afore Construction of Building:

  1. Conversion Sanad:

If we’ll go through the general term,A conversion Sanad is a document that is issued after the agricultural land is converted into non-agricultural land.

Here is a bit correction, as everyone while reading the definition, gets confuse thinking , my land comes in settlement zone then why do I need to do conversion of the Land?

I’ll make it a little simpler for you,

Any Land in Goa which is or has been vacant, or on which never anything ever was constructed, is considered to be an agricultural Land.

No matter the regional plan is showing it being in settlement or commercial zone etc. or your zoning certificate is mentioning it to be in a particular zone, it will still be considered as an agricultural land which you’ll have to convert prior to the construction.

It is basically a way of telling the concerned authorities through applying, that we are preparing ourselves for the construction on the mentioned land.

Currently sanads are valid for a year and can be renewed for two more years. If the owner failed to construct on the converted land within three years, the conversion would lapse and a new process would have to be initiated for a new sanad.

Conversion of land below 500 square meters of area has to submit the application before the concerned Deputy Collector & SDO of Taluka and for more than 500 sq.m. it has to be submitted before the collector of the North or South Goa.

  • Technical Clearance Order/ Development Order:

It is a document provided by TCP( Technical Clearance) / PDA (Development Permission) department of the particular Village /City proving that the Drawings of Building submitted are in conformity with relevant Acts, Rules and Regulations as mentioned in  The Goa (Regulation of Land Development and Building Construction) Act, 2008 (Goa Act 6 of 2008) and The Goa Land Development and Building Construction Regulations, 2010.

Technical Clearance is basically a way of checking and rectifying the submitted drawings as per the Goa’s Building Bye Laws and later giving approval.

  • Health NOC:

The third stage is Applying and getting the NOC from the respective Health Department of the Area, where our Project has been proposed.

The criteria of getting the approval from the Health Department is to check from their side whether our proposed Septic Tank or STP is not within 15m distance from any Natural Water body  like river, Well etc.

If such kinds of glitches are not there in our proposed design, then we can get the respective NOC.

  • Electrical NOC:

The Fourth type of approval is Electrical NOC, which can be obtained after applying in the Electrical department of our area where the project has been proposed.

There primary principles are to check, whether any Electrical Line is passing through the plot or not and if it is, than from where.

The second criteria is to check if electricity will have to be provided then which is the closest electrical pole from where they could be able to take the connection.

  • Construction License:

Construction License is given after going through all the prior approvalsfrom all the departments and keeping record of the development which has been proposed in there area.

This is provided by the Village Panchayat or the Municipality of our proposed project Area.

Note: If the height of the Building is more than 15mts then getting FIRE NOC is mandatory from the Fire Department who handles that Area.

Approvals required After Construction of Building:

Same List of approvals will be required after construction of the building just leaving the Collectorate office for the conversion sanad. As conversion is not required after construction.

  1. Completion Certificate from TCP / PDA
  2. Health NOC from Health Department
  3. Electrical NOC from Electrical Department
  4. Occupancy Certificate from Village Panchayat / Municipality

Just apply in the same manner as applied for previous approvals.
